(10) The reason why I did not hitherto complain of this division:

of the existence of a Dispatch by the Secretary of State for the Colonies of which I have a copy) in which Governor Hennessy was directed to consult the late Dr. Stewart in all important educational matters. Dr. Stewart being thoroughly acquainted with all the details of the Education Department, the fact of his being the constituted adviser of the Government in all educational matters prevented any injury to the public interest arising from the existing division of the Education Department. It is the death of Dr. Stewart that has brought to the surface the necessity of re-uniting the Education Department.
